自然资源部相关文件要求将通过完善矿山土地复垦与生态修复方案编制审查方式、加强矿山地质环境恢复治理基金监管、强化过程管理、实施动态监测监管、严格责任主体履行义务的制度约束等五方面措施来强化生产矿山土地复垦与生态修复的监督管理。《通知》将矿山地质环境保护与土地复垦方案改为“矿山土地复垦与生态修复方案”，明确了新“方案”编制的依据为《通知》同步下发征求意见的（矿山土地复垦与生态修复方案编制指南、矿山土地复垦与生态修复年度实施计划编制大纲）；且方案不再作为采矿权登记的前置条件，并对原“二合一”方案与新“方案”的衔接作出明确规定。特整理收集分享如下：
