为贯彻落实《中华人民共和国土壤污染防治法》、《工矿用地土壤环境管理办法(试行)》(生态环境部第3号令)等有关法律法规要求，加强工业企业对土壤污染防治的认识，落实企业土壤污染防治的主体责任，**苏州工业园区国土环保局**特别编制了《苏州工业园区工业企业土壤污染防治工作指导手册》，针对工业企业特别是土壤污染重点监管单位在企业全生命周期各个阶段应落实的土壤污染防治工作要求进行了详细解读。具体管理要求将根据国家及省、市相关最新要求作必要调整。
